Ethics and Social Justice Master of Public Admin: USAID

USAID was founded around 1945, after the end of World War II. This was the initiative of George C. Marshal, who was the secretary of the US then, with the aim of rebuilding infrastructure, to strengthen its economy and to stabilize religion. The success of the plan was then facilitated by President Harris S. Truman when the proposed to extend its services across the globe. By the end of 1950, there was the formation of four programs each having two sets of goals to be achieved; Create a market for the United States, so as to reduce poverty and to increase production within the developing countries, for which case it diminished the threat of communism, by helping countries proper under the capitalism (“U.S. Agency for International Development”, 2016). From the onwards, there was the formulation of the programs to support technical assistance and capital projects which were primarily continued as a form of Us aid and were key components of our  foreign policy. At that time, the respective leaders were able to formulation various precursor to USID, among them, being mutual secures agency, foreign operation. The culture within an organization might include, hand shaking, which will greatly improve and promote respects with USAID organization. Culture form the basis of ethics within a certain organization. The managers of certain organization usually put in place set of ethic that employees need to observe all the time. From this point of view, the set of tone and shape of the overall working set by management greatly influence the creation of ethical issues. For instance is easy to plant the seed of unethical behavior into the mind of the subordinate stuff, especially during that time when people sigh the pay cheques, they do not show a good example.

Management should also consider the plea of then subordinate, such as harassment and measure to be taken. During allocation of working schedule, the stakeholders should make sure it caters for all staffs member. According to Cottone & Claus (2010), the management where the legal right of an employee is not catered for can bring adverse effect to destroy the moral of employees as well as their morale towards execution of quality work.

While making a decision, it’s important for an organization; to build a healthy culture that can influence the process of decision making positively. Rhode & Packel (2016) assert that the making decision measure between alternate programs, policy makers, has to take into account several factor, which includes political constraints, administrative capacity, and the technical feasibility. Addressing these issues is a crucial task, for implementation of any program to be more successful (“How to Apply the Cooper’s Ethical Decision Model”, 2016).

As documented by Rhode & Packel (2016), Cooper notes that moral issues regularly are initially displayed as divided or mutilated stories. The majority of the subtleties and outcomes of the issue are infrequently known in the first place. The ethical dilemma is a condition when individual, sometimes referred to as agent is supposed to make a decision that does not affect any party in a said incident. The USAID have such cross road affair whereby their mission requires them to serve humanity while sometimes suffering is caused internally. Internal fighting between tribes and sects within a nation is a vice worth demeaning. In that sense and ethically they deserve no support. USAID administrators in such a case take out the concept and use internal control mechanism to come up with a solution. It involves finding out the victims and perpetrators hence funding the rightful personnel (Rhode & Packel, 2016). Cooper’s model of coming to the decision, assert the relevant steps in identifying and defining the problem, coming up with action words and deciding the right balance in implementing them.

A public administrator according to “U.S. Agency for International Development” (2016), may take external responsibility, which requires that existence of relationships, and obedience on the part of the person acting to external controlling authority. In this, one must take into account sense of duty. Understanding morality and its foundations in consequences and alternative are key. Fine tuning actions with the organization’s mission values are imperative. Setting up a rule-based administration for moral standards will deliver the best public interest. In that view, as an administrator, I will think more of people’s reaction on what actions I take. I acknowledge that coming up with a satisfactory decision will enhance the cooperation and foster a peaceful coexistence.
