Complaints, Grievances, and conflicts
Lieutenant Smith is in charge of the investigations unit of the Greenfield Police Department. He received a phone call from a citizen complaining about Detective Smug. The citizen did not want to give his name or file a formal complaint, but wanted to report that Detective Smug was rude and obstinate. The caller said he was the victim of a crime, and Detective Smug was assigned the case. The citizen hung up without giving further details. Lieutenant Smith had fielded many complaint calls from angry citizens. He understood that detectives didn’t always have the luxury of treating everyone courteously. He also felt that officers deserved the benefit of the doubt when complainants refused to identify themselves. Lieutenant Smith jotted a note to him about the call and went on with his business. Later that day, Lieutenant Smith had a meeting with Sergeant Davis. Sergeant Davis was recently promoted and is Detective Smug’s direct supervisor. Lieutenant Smith mentioned the anonymous complaint in passing, and Sergeant Davis nodded. Lieutenant Smith detected concern in Sergeant Davis response and asked if something was troubling her. Sergeant Davis said that during the previous month she had received several similar complaints from citizens about Detective Smug. She said he had also made rude comments to a couple of the other detectives. Smug about his behavior, but he was dismissive and gave her the brush off. Since no one had filed an actual complaint she dropped the issue. She thinks Detective Smug’s rude behavior may be the result of being passed over for the detective sergeant position even though he had more seniority and experience than Davis
