– trace chronologic, significance events in establishing policies for homeless people -> suffering with a mental illness pull the most dramatic ones with significance changes that occured and talk about them, why it happened, why then? -> who was in government at the time of the policy -> federal or provincial? – What was the ideological background that influenced it (political, social, economic) – Conclusion -> where are we now? -> where are we going?
