Assignment 1: Technology Assessment
Due Week 3 and worth 240 points
Using the Internet or Strayer University databases, research the regulatory requirements related to technology with the health care industry, and complete this assignment.
Write a four to five (4-5) page paper in which you:
Identify and analyze what you believe to be the most significant new technology requirements for the health care industry. Indicate how providers should approach the implementation of this new technology requirement that you have identified. Provide support for the response.
Analyze the basic technology underlying health care information systems. Argue that the need for technological innovation and / or modification is most pressing. Support the argument with examples.
Recommend an innovation / modification, and explain how the recommendation could improve the overall level of health care in your own community. Include specific example(s) using local hospitals or other health care providers to support the response.
Suggest a key action that senior health care leadership could take in the community in which you live to push the boundaries of information technology management. Next, speculate on the effect to the community as a result of the improvement to the health care technology.
Use at least three (3) quality resources in this assignment. Note: Wikipedia and similar Websites do not qualify as quality resources.

Technology is one of the major issues that impacts the healthcare care delivery system. Based on the complexity of healthcare facility, many requirements have been adopted regarding the use of new health care innovations. First of all, Internet is required in order to start implementing a new technologic health care system.
It exists fundamentals of Internet and related technologies that have been adopted in healthcare services organizations. In the book ‘’ Adoptive Health Management Information Systems ‘’ (2010), Tan argues, ‘’ Undoubtedly, the Internet has become a significant and powerful mechanism in the dissemination of health information.’’ Tan told the truth because information is considered as a power, so internet remains one of the best way to be informed and to diffuse information. The network for services improve access, convenience, and usability for members. Going to Internet by the access of the World Word Web (WWW) and including the following services: electronic mailing, newsgroups, file, and other information transfer and exchange services.
The new technology helps patients to be engaged in health treatment and to make a better choice of physicians. Connecting online gives them anticipated health services information concerning diseases, price, competition, quality, and other information .There are many ways to access to Internet :via kiosks in which patients can print physician and database information such as drug and treatment alternative information .Furthermore , kiosks provides telephone links to customer service representative and member services .Although clients or guests who do not have destock or laptop to access to the Internet might use smart phones. In addition, many hospitals apply Intranet and Extranet for health data and information sharing and distribution.
3 Analyze the basic technology underlying health care information systems. Argue that the need for technological innovation and / or modification is most pressing. Support the argument with examples.
Based on the importance of health care information, it is obvious for the chief executive officer (CEO) of hospitals to hire a chef information officer to manage information technology (IT). Hospitals are very dynamic; therefore, they require a health information technology (HIT) department to take over patient records. In the first chapter of our text book, HIT is referred as, ‘’ Organization whose mission is to provide clinicians and healthcare providers with more or less seamless access to information extracted from various uncoordinated systems for patient diagnosis and evaluation. ‘’ This department is so important the author defined it as an organization, but some health care facilities face crucial financing difficulties in order to implement HIT. However, today’s healthcare and healthcare related businesses have evolved the concept Health Management Information System (HMIS).
HMIS is very complex and includes various concepts, methods, applications of diverse fields. This system encompasses technology systems, software engineering, information economics, management science, communication theory, computer science, medical computing, health organization behavior, health management, policy and health services research. The application of HMIS can improve the hospitals in many aspects in order to offer a better outcome. Sometimes patients’ needs fast and great services, so providers must have critical thinking and a good system to provide an optimal solution. To satisfy the patients regarding the health services which they paid for, so the healthcare facilities must provide effective and efficient medical treatments or surgeries.
For many reasons, all hospitals should implement a HMIS. First of all, the competition becomes very tied among healthcare facilities. In the book ‘’ Adaptive Health Management Information System’’ (2010), Tan quoted, ‘’In the world where growing competition for healthcare services delivery is defined by rapidly changing technology and maturing organizational arrangements, it is critical to understand the evolving how HMIS technologies operate and how HMIS interact within all key aspects of an organization. ‘’ Competition in the United States of America is a legal activity. In addition, it is encouraged by the government. Hard or not, any organization cannot stop the competitive advantage. In health care industry, completion among hospitals represent a big advantage regarding quality, and price for the patients. Then, ‘’ The companies compete while customers win. ‘’, in the book of ‘’Economics of Health and medical care, said Hicks.’’ The competitors must apply better systems to face these challenges in order to keep their patients and attract future clients in their health facilities.
The second reason is that emergency rooms looks full in most of hospitals in the U.S. In the book of ‘’ Legal Aspects of health Care Administration (2012), Pozgar.G. taught that in case of emergency a patient cannot be refused for any reason.’’ Therefore, he or she must be admitted according to Federal laws. Nevertheless, the services might be very poor because patients usually complained about waiting time before addition. To maintain and improve the emergency department in hospital, it evident to implement HMIS.
Finally, HMIS implementation help the Chef Information Officer in the management of hospital and patient records. HMIS ensure safety and confidentiality toward information. In the book of ‘’ Health Care Management ‘’ (2009), Shortell argued that according to HIPPA,’’ Patient information cannot be disclosed without her or his permission. ‘’ The client has the right to access his or her records, but a third party must be authorized by him or her. Physicians must be aware about these issues in order to avoid lawsuits. As a result, the chief executive officer (CEO) is obligated to evolve HMIS and hire especially an industrial engineer in position of CIO to manage the related department.
For sure, integration/interoperability are key elements that will make the HMIS successful from an enterprise context. But it is obligated to facilitate a great understanding of new technologies of innovations and changing if needed an organizational task. However, to be powerful, it is important to know the market in which the services are offered. For example, in my community, patients use iPhone more than computers, so I would recommend the CIO in hospitals over there to post some applications in which guests or patients can download from iPad and smart phones. CIO needs also a system of calling the emergency department before the ambulance reach at the front of the hospital, that can help the providers to anticipate the patient admission while she or he is coming.
Another strategy to improve the quality might be an implementation of feedback system using the department of HMIS software. In this strategic plans, managers can use survey by e-mail, phone call, text message, and so on. At this level, a customer relationship will be maintained. To do so, one of the major enterprise software systems (ESS) of HMIS called customer relationship management (CRM) evolving in the healthcare IT marketplace. As noted, the Web-based CRM has been implemented by John Ounjian. For example, as CIO of BCBS of Minnesota, a leading-edge HMO, must practice such method and apply it to establish customer relationship management and face the health care competitors.
4 Recommend an innovation / modification, and explain how the recommendation could improve the overall level of health care in your own community. Include specific example(s) using local hospitals or other health care providers to support the response.
I have been living in New Jersey in a city where the health care facilities need a lot more improvement to offer an efficient and effective medical care. Most of people in this community are considered as low income, as a result, our right to education, security, and health is very neglected.
As a student of second year master in health services administration, I can solve the problem because of two reasons. First, I identify it as poor service, waiting schedule list, emergency, and so on. Secondly, I have key tools to implement HMIS. Because most of hospital could not evolve this great system even though difficult, but the administrators have kept challenging for many years. To tell the truth, HMIS does not constitute an option but an obligation to go forward with the hospital.
There are five components to establish an HMIS. These major tools are mentioned in page 8 of the book ‘’Adaptive Health Management Information Systems ‘’ 1.Data/information/knowledge component.
2. Hardware/software/network component.
3.Process /task/system component.
4.Integration/interoperability component.
5-User/administration/management.
As mentioned above, to initiate HMIS, the manager will star by the first component which is the data/information/knowledge component. These forms are considered as the fundamental core of all HMIS. It includes the specification of, organization on, an interrelationship among data, information, and knowledge components used to integrate HMIS. An integrating HMIS consists in grouping all departments together to reach a single organization. This level of organization requires cooperation, collaboration, and training sharing.
3 Suggest a key action that senior health care leadership could take in the community in which you live to push the boundaries of information technology management. Next, speculate on the effect to the community as a result of the improvement to the health care technology.
Leadership is very important to ensure the hierarchy of health care facilities. A leader refers to whom has followers. This is the reason why the leader must be ethical to be a great example of the organization. Hence, HMIS requires famous leaders to guide this significant program. The first health care leader need to be the head of HMIS is called chief executive officer (CEO). The CEO is responsible for the general management. Another immediate manager called CIO who is hired to helps the CEO achieving the strategic goals.
These senior’s executives CEO/CIO have critical roles for providing vision for future HMIS directions. They are in charge of IT departmental goals and strategies with corporate goals and strategies. They have responsibility to review the HMIS in any healthcare services. They first have been trained and experienced and understood the strategy, tactics, and operation of IT competencies.
In page 29 of the book ‘’ Adaptive Health Management Information Systems ‘’, Tan affirmed, ‘’Based on Porter’s classical work on competitive advantage strategies, for a healthcare services organization to stay competitive, commonly employed strategies include cost leadership, differentiation, and innovation strategies. ‘’ The leaders must think and make strategic plans in order to get power of health care market. The have a lot to do because healthcare industry is very dynamic and seems different from other business.
The community needs innovative technologies to reduce medical errors. Negligence in hospitals resulted many lawsuits. In the eleventh chapter titled ‘’ Information management ‘’ from the book ‘’Legal Aspects of Health Care Admiration ‘’. (2012), Pozgar.G. said, ‘’ To significantly reduce the tens of thousands of deaths and injuries caused by medical errors every year, health care organizations must adopt information technology system (ITS) that are capable of collecting and sharing essential health information on patients and their care, secure platforms for the exchange for information among providers and patients, and data standards that will make health information uniform and understandable to all.’’ I agree with the author because caregivers really must speed up to save lives. hospitals caused many patients died based on bad emergency department. They have to manage better the time and movement. This is the function of the industrial engineer or CIO. This type of manager passed four or five years in college and university. Furthermore, he or she has knowledge in quality, production, study of movement and time, operation, optimization, and so on. He or she knows the preponderance of time management. Finally, Pozgar argued in the same book above, ‘’Saving lives means making fast, informed decisions. ‘’ As people said daily, ‘’ Time is money.’’ We can say by analogy that Time is life.
