Students are asked to select, research, and compare two theories of public management e.g., ‘Network Government’ versus ‘Networked Government’. Students must then determine which of the two theories is best suited to explain public management in a selected Canadian government today.
Theory papers should not exceed 2,500 words and will be evaluated on the basis of five criteria:
1. Presentation of sound and coherent argumentation;
2. Demonstrated understanding of the issues under consideration;
3. Depth, breadth, and quality of analysis;
4. Originality of approach, arguments, observations, and insights; and
Presentation?abstract, formatting, grammar, spelling, bibliography.

This graduate seminar only works if students commit to getting involved. This means attending all classes, listening actively, asking questions, partaking in group exercises, and engaging fully in class discussions and debates. Participation must be respectful, and the class environment must be safe and secure to encourage everyone to contribute. Please come to class prepared.
For the reflective piece, please identify, analyze, and present an important issue addressed in this course that public servants should know and understand to be effective on the job. While values and ethics are an acceptable answer, students are encouraged to think beyond the obvious when writing their paper. This is not a research paper; rather, it is a personal reflection that seeks to integrate learning. It may identify priorities for attention and/or follow-up activities.
Papers should not exceed 500 words and will be evaluated on the basis of the Instructor’s in-class observations and how well participation contributed to learning outcomes.
