Should the United States have tried to avert a hydrogen bomb arms race, by holding off on development of the first bomb, as Oppenheimer and others suggested? Had the United States done so, do you think the Soviet Union might have agreed to forego development of the H-bomb as well? Even if you think the prospects of that were poor, do you think the United States should have paused anyway, or not?
