it is part of the group project, and was asked to write on the “background” of our policy brief–background knowledge of ocean pollution (visible/invisible).

“Background:  This  section  communicates  the  importance  of  the  problem  and  aims  to convince  the  reader  of  the  necessity  of  policy  action.  This  section  should  explain  the who, what, where of the policy problem. It should explain the science behind the issue, explain what stakeholders are affected negatively and positively by the issue, and explain where the issue is most salient. It should be understood what the problem is, why it is important, and who is being affected in this section. “
