The term paper will be a memorandum from you to the President of the United States and a cc to me. In your paper you should:

Describe the Department of Homeland Security and examine the arguments for its existence, taking into account all the concepts and information we have covered during this course.
Consider the question of “liberty versus security.” Is the feeling of security worth the risk of eroding our individual Constitutional rights and freedoms?

Provide your opinion on the current structure and whether the Department should continue or be abolished. If you feel it should be continued, what budgetary improvements or changes, if any, are needed to strengthen the existing Department? If you feel it should be abolished, why? What, specifically, would you recommend in its place? You should be specific in explaining either of your recommendations.

I recommend you begin your research at the official website of the Department of Homeland Security. However, there are numerous other websites where Homeland Security issues are discussed that may also assist you in your research for this assignment.

The paper must be 5-7 pages in length, not including a reference list or bibliography, double-spaced, written in a memorandum (To/From) format, and prepared using Microsoft Word (or a compatible program). You may use either APA or MLA style. Size 12 font. However you must use the same style for your entire paper. This includes all references, in-text citations, and/or bibliography. Make sure your name appears on all pages. You must use a minimum of three sources, one of which is your textbook. All sources must be cited using in-text citations and/or a Works Cited or Reference list.  For further information on citing sources, please refer to the Content area of the course.
