This assignment has three components that will guide you through evaluating a solution devised by the framers of the United States Constitution.  These components are:

1.  Identify one problem or concern that generated controversy in the Constitutional Convention. 

2.  Explain the solution written into the provisions of the Constitution or Bill of Rights. 

3.  Write a paragraph of analysis that sets out your conclusion as to the effectiveness of that solution, with appropriate support.  Was this the best approach?  Why or why not?
