.  You could look at solar (and other) micro-grids that have been established and analysed here evaluate them using a common metric (evaluation criteria), i.e. by first determining what are the objectives of the energy strategy in the UAE.  Then look at each case to determine which ones satisfy which criteria and on the basis of that make recommendations with respect to what would work in the UAE  (also what might be required for micro-grids to be feasible and work e.g. regulatory changes, etc.).
