PUBLIC OPINION

With all the formal constitutional restrictions on the president, one has to wonder how the modern presidency became so powerful. The answer lies in the general grant of executive power and the constitutional provision that the president take care that the Laws be faithfully executed, which he promises to do when he takes the oath of office. Presidents have found ways to unlock the enormous powers inherent in these constitutional provisions to expand their informal powers over policy making and implementation. The presidents veto power and congresss power to override and to impeach the president counteract each other and help ensure that each branch remains responsive to its governing responsibilities.  However, congress has no formal means to balance and check the presidents growing executive power, though at times the judicial branch has been able to do so.
