Rape refers to nonconsensual or forced sexual intercourse. In this regard, rape is a manipulated, forced or coerced sexual intercourse or contact by a friend, stranger or acquaintance. Rape is also considered an act of aggression wherein an individual is forced into a sexual intercourse through physical violence, physical restraint, threats and/or verbal coercion.

On February 15, 2013, at about 2100 hrs, officers were dispatched to attend to a Violent Domestic Call that had occurred at Langely South, Block 104, Apt. # 4A, Montgomery County Maryland. Upon arrival, we met an African American female, who identified herself as Janet Long, Date of Birth 12/12/1970. She was immensely crying and her left side of her face had four large cuts, had minimal clothing on her, and was bleeding. We immediately requested for a medical unit and the ID unit to help respond to the photos regarding her injuries.

While waiting for the ID unit and medical unit to arrive at the scene, we asked the victim what had taken place and how long ago. She reported that it had happened about 10 minutes before we arrived at the scene. She said that a male White Friend, who goes by the name of Fredrick Lamar, had passed by her place and was drunk and started making sexual gestures such as touching her private parts and went on ahead to request for a sexual intercourse. However, the woman refused and this prompted the male friend to hit her on the face resulting on the several cuts on her face and body. After failed attempts to resist the male friend, he began removing her clothes and forcefully had sex with her although she was not willing and had vehemently resisted. The female victim also said there were not witnessed to the incident, after which our unit description of her male friend and demanded all units in the area to be on the lookout.

The female victim described her friend as a White male about 6’ feet tall, he had long black hair and brown moustache, and weighed about 180 pounds. The male friend had two scars on his left cheek and wore a brown short sleeve shirt with black jeans. In addition, he was driving a 2008 Subaru Legacy wagon having tinted windows and a damaged bumper. The car had a Maryland tag # MAR1254 and had left the scene driving east on the 110 street and turned South on 3 Avenue.

When the medical unit arrived at about 2130 hrs, Officer XX treated the female victim. Officer XX requested to take the victim to the nearby hospital for treatment. Officer XX also further requested the female victim to seek medical attention to ascertain whether she had acquired sexually transmitted diseases, she agreed. The ID unit arrived at about 2145 hrs and took 20 photos of the female victim’s injury and other 20 photos of the scene. We advised the victim on the procedures to follow after a rape incident. According to departmental policy, we advised to file for a restraining order on her friend and provided her with police contacts she needed to call in case of anything. We contacted the Rape Victims advocate to provide her with counseling. Our unit then left the scene and searched for the offender; however, the search was not successful.

Detective XX, Unit 15 from the Rape Victims section was informed of the event at 2200 hrs on the same day of the event. A copy of this reported was sent to him in order to conduct further investigations and provide a final disposition regarding the case.
