1. Chapter #3 of the text Collective Bargaining in Education: Negotiating Change in Today’s Schools (pp.53-88) [Chapter #3 is entitled, “Scapegoat, Albatross, or What?” by Frederick M. Hess and Andrew P. Kelly]

2. Chapter #3 of the text Local Government Labor Relations: A Guide for Public Administrators entitled Selection of a Bargaining Representative by Joan E. Pynes and Joan M. Lafferty (pp.56-77).

Synthesizing multiple elements of the perceived prescriptive nature of collective bargaining agreements and further analyze and synthesize the arguments to the contrary.
