Question 1
Foreign policy analysts often divide countries into great powers and secondary or middle powers. How does the foreign policy behavior of great powers differ from that of secondary powers? Russia, France and China both desire great power status. Are they great powers now? Compare and contrast the ways that a desire for great power status influences the foreign policies of Russia, France and China. Which one of these countries do you believe poses a greater threat to U.S. national interests? Why?

Foreign policy analysts often divide countries into great powers and secondary or middle powers. How does the foreign policy behavior of great powers differ from that of secondary powers? India, South Africa and Brazil are all regional hegemons as well as rising powers. Discuss the role that two of these three countries play in their respective regions. To what extent are they malign or benign regional leaders? Do they act as traditional secondary powers or more like great powers? Security Council reform is a topic of debate at the United Nations and all three countries have argued that they deserve a seat on a revised Security Council. If you were an advisor to UN Secretary General Ban Ki-moon and could only recommend one of the three countries for membership on the Security Council, which country would you recommendation? Why?
