Finally, with reference to the use of every footnote (except were ?ibid? is correctly used) I expect the footnote to contain the page number where the cited (used) material is to be found.

There should be no more than three pages of historical or other background or introductory materials. Long, detailed descriptions of the evolution of the topic or policy should not be the focal point of the paper. The paper must be issue oriented. The object of the paper is for you to demonstrate, without question, mastery of the nature and extent of the problem, what forces (economic, social, ideological, political interests) are at work, and what policy options (with what repercussions) are available. I do not expect you to solve policy issues that have stumped others having had greater expertise, power, time and resources than you. Do not repeatedly rely on a single source to establish anything other than facts (e.g, a date). Good research relies on multiple sources because often there are different interpretations of policy, or relevancy of evidence or the soundness of policy execution. Thus, to rely on a single source may well ?prejudice? your research, and it relieves you of the necessity of exercising critical thinking skills.
