The Three Streams

We have already discussed the Problem stream in connection with the issue of “framing” policy problems. This week’s readings focus on the other two streams, the Policy (=solutions) stream and the Political stream. What do you see as the strengths and weaknesses of Kingdon’s three streams approach? Are there factors that do not seem to fit neatly into one of his three streams that you think affect when and how issues make their way to the top of the government’s decision agenda?
