Chapter 5: (minimum 500 words)
In chapter 5, the authors explain that when EPA set the NAAQS for lead, it did not set a standard that would protect the most vulnerable populationinner-city children who already had high blood levels of lead from paint and other sources. Explain this situation in detail. Is this permissible under the CAA? Is it another indication that EPA takes cost and technical feasibility into account in setting NAAQSs?
Chapter 6: (minimum 800 words)
Discuss at least 6 crucial factors underpinning the ozone regimes effectiveness. How many of these does the climate regime share? Which differences between ozone and climate explain why addressing climate change remains so challenging?
Chapter 7: (minimum 800 words)
Explain how the Clean Air Act takes a largely health-based approach to regulating pollution (in chapter 5) and the CWA primarily takes a technology-based approach. Is one approach better than the other? If so, which approach, and why? Are there difference between air pollution and water pollution that you believe calls for taking different approaches in the two statues?
Chapter 8: (minimum 800 words)
Discuss each of the various regulatory approaches to toxic substances described in chapter 8 (health- based, feasibility, and risk-benefit). Which approach is best? Why? Is there any reason why the government should take different approaches in different statutes?
Chapter 9: (minimum 500 words)

If you were amending CERCLA, which funding approach would you support for NPL sites? What are the benefits of purely public funding? If you were relying on private funding, which classes of parties would you make liable?
