How would the 2-flouro substitution prevent cleavage

Many groups are using modified RNA with 2′-deoxy-2′-fluoro substitutions for riboses (i.e. a 2′-fluorine instead of a 2′-OH) to prevent RNA cleavage by ribonucleases.

How would the 2′-flouro substitution prevent cleavage of the phosphodiester bond by ribonucleases?
